It all started when her father bought her a $14 Sheltland. She broke and trained the horse and would ride round and round a tree to which the pony was tied, while her father watched. Jackie took her first award in walk and trot competition in 1971 at an event sponsored by the Central Pony Club in Richland. She has competed steadily since, but has gotten too big for the Shetland, and has graduated to her brother's pinto. Jackie's father reports she is just a natural with horses and soon "lets them know who is boss". "She has total control of the horse," he explains. The van is scheduled to be in Othello from 10 a.m. to 4 p.m. on Oct. 23 and will be parked at the City Hall. "This is the second year VA's 27-foot mobile van is in our state," said Irvin D. Nail, director of the Seattle VA regional office. "This year we'll be visiting 30 commun- ities and helping veterans who may not be making full use of their benefits." The colorful van, staffed by specialists in veterans bene- fits, will assist veterans and their families with GI Bill education, home loans, medi- cal benefits, job training, ap- prenticeship, or any other problem a veteran may have. Nail said the van is fitted and staffed as a VA office. Visits to Washington com- munities are generally for one day, with the van operating in public squares, shopping cen- ters, or other convenient locations. "Personnel are experienced VA people who can provide most of the information and service found in any VA office," the director explained. The van's staff will have communication with the Seat- tle regional office and have access to VA records so that as much business as possible may be accomplished. Where the veteran needs service that normally is provided by another federal agency, or local, state agency or organization, he is given help with starting action at the appropriate office. "The van tour last year was a tremendous success with over 2,500 veterans and dependents visiting our 'office on wheels' throughout Wash- ington," Noll said. "Not only has the percent- age decreased, but also the average statewide property tax levy declined from 37.6 mill~ to :~7.1 mills from the TFN for the fourth consecutive year, according to State Senator R.H. "Bob" Lewis (R-5) primarily because of the 106 per cent limitation im- posed by the 1971 legislature. Figures released by the State Department of Revenue indicate that $276,403 has been saved in Adams county because of the 106 per cent limitation and other legal re- strictions. The law restricted the amount cities, road dis- tricts and the county as well as other regular taxing districts could levy. The tax limitation took effect with the 1973 levies which are collectible this year. The law mandates that a taxing district other than the state or school districts may not establish regular property taxes which would subse- quently exceed the 106 per cent total, Lewis said. Consequently, the growth of property taxation has dimi- nished. This year the percent- age increase is much less than amounts levied last year and the year before," Lewis-said. "Basically, the reason for the decline is the 106 per cent limitation the legislature passed in '71 and which became effective with the taxes levied last year.
