The tax boost on retail sales would be accompanied by an elimination of the sales tax on food. The Governor also asked for an 18 per cent average increase in the state's B&O taxes, from the present .044 per cent on manufacturing to .052 per cent and from one per ,q cent on services to 1.18 per cent. "I am unalterably opposed to any increase in the state's B&O taxes," Representative Amen said. "Rather than increasing this unfair tax, the state should be working to reduce or completely elim- inate it." According to Governor Evans, the B&O tax increase would bring an estimated additional $94-million to the state's coffers. Rep. Amen expressed the concern that the Governor's proposed expenditures in the area of human resources might be too extravagant at the present time• Governor Evans has proposed a 23.1 per cent increase for new human resource programs over the current biennium. "It will be the Legislature's responsibility to take a long, hard look at our social and public assistance programs to determine whether cuts can be made there before burdening taxpayers with additional costs for new programs and services," Representative Amen said.
